    No. But engineering professionals must conform to professional qualifications system. So educational authorities have curriculums according to professional qualifications system. And professional qualifications system says that engineers must to aware about such standards.

    Namely, European Certificate of Informatics Professionals (EUCIP) Software Developer level 3 demands awareness of official and suggested standards.
