Call for expressions of interest –setting up a monitoring, evaluation and Learning system for EBU

Background

The European Blind Union (EBU) is a non-profit organisation registered in France. EBU represents the interests of the estimated 30 million people who are blind or partially sighted in wider Europe. Our 41 national members come together under the EBU umbrella in order to advocate for the rights of our target group at the political level, to exchange practices in the field of blindness across different countries and to conduct activities in order to improve the quality of life of blind and partially sighted people. About the Assignment

EBU is looking for an experienced consultant who has the skills to help develop a monitoring, evaluation, and learning MEL system for the organisation. Currently, we are monitoring our work through the relevant project monitoring processes (mainly from the European Commission), and through ongoing reporting to the EBU Board (based on the agreed 4-year strategic plan broken down into annual action plans). We also conduct an annual external evaluation. These measures allow for good follow-up of the activities and their financial implementation but are limited in measuring the impact of our interventions as well as designing a clear intervention logic from the outset. In 2023, EBU will work on a new 4-year strategic plan, to be adopted at the General Assembly in early 2024. In parallel, we would like to set-up a MEL framework which will help to both measure the progress of that new strategic plan, and improve the quality of our work more generally.

Required Skills and expertise

The successful candidate should have a vast knowledge of setting-up MEL systems in the non-profit sector at European or international level. Knowledge of the disability movement would be a strong asset. The successful candidate will also have a good understanding of different approaches commonly used such as advocacy, project work and communication in an international context.
