A) An average of 70% of blind and seriously partially-sighted people of working age are unemployed. Are there specific legislative procedures for disabled people in your country to enable them to have a minimum of resources?

    Approximately CZK 9,500 (EUR 380) a month. Usually it is not other income dependent.

    Only upon a change in disability levels.

- In order to compare the situation in different EBU member states, please indicate the minimum wage (if this exists in your country) for a full-time worker, and what is considered to be “the poverty line”.

Minimum monthly gross wage for full-time job is CZK 8,000 (EUR 320). Such a limit is valid only for positions with lowest requirements. Higher tariffs apply for more demanding positions. On the contrary certain reductions apply for certain groups of people, including disabled people.

Subsistence for one person is CZK 3,126 (EUR 125).

II – DISABILITY COMPENSATION.

A visual disability (blindness or serious loss of sight) entails additional costs which must be met. Is there a specific allowance in your country to compensate for these costs?

    The allowance does not directly depend on degree of disability, it depends on the number of daily activities for which the disabled person needs the help of another person.

    EU Memeber state citizens.
  4. Conditions of residence in the country.
    3 months.
  5. Other conditions, give details.
    In the related Act there are 36 designated activities in which the help of another person may be required. The number of those activities indicate the financial level of  the support.

- What is the amount of the allowance?

From CZK 800 to 12,000 (EUR 32 to 480) per month. Blind people with no other handicap usually get either CZK 800 or CZK 4,000 (EUR 32 or 160) per month, i.e. the first or second level out of 4 existing.

 

  • 4 Attribution and payment of the allowance.

- Which organisations attribute and pay the allowance:

This allowance is attributed partly by municipal authorities and partly by state, and it is paid by state.

Payment is distributed by municipal authorities but the money comes from state budget.
