Background
Our current four-year strategic plan, running from 2024 to 2027, will come to a close at our next General Assembly (October 2027). This strategic plan is based on a membership survey conducted in 2023. Progress in its implementation is measured against a set of indicators. At the end of 2025, a mid-term evaluation of the strategic plan was conducted.
The general consensus is that our current strategic plan is still too broad in scope, which also makes it difficult to measure progress effectively. Moving forward, EBU wishes to engage in a process leading to the adoption of a strategy that provides a clear focus for its work in key areas such as advocacy, funding, governance, and membership development. This process will be based on a situational analysis and an engagement plan, both of which have already been drafted.
About the Assignment
EBU is looking for an experienced consultant with the skills to support the organisation throughout the development of its strategy. This entails, but is not limited to:
- Designing surveys or other methods to consult, in an inclusive manner, our forty national members and internal structures (the Board, three permanent committees, three working groups, and the Secretariat) on the strategic direction.
- Analysing and summarising the results of these consultations.
- Drafting the strategic plan.
- Attending up to two key face-to-face meetings during the consultancy period, as well as other online meetings.
Deliverables and timeline of the assignment
The consultant will work closely with the dedicated task force and agree on the milestones for their assignment. The strategic planning process will be organised in two phases:
- June 2026 to February 2027: Consultation with members and EBU structures.
- February to May 2027: Analysis of the data gathered and drafting of the strategy.
The overall number of days allocated to this assignment is estimated at 30.
The deliverables are as follows:
- A methodology for a consultation process that engages the entire EBU community (see the list of bodies above).
- A strategic situational analysis that captures the diverse national contexts of members, identifies areas of common interest, reflects their experience of being part of EBU, and provides a basis for prioritising activities across EBU's different functions (advocacy, influencing, governance, fundraising, member support, and capacity building).
- A draft strategy to be presented to the EBU General Assembly for approval.
Required Skills and expertise.
The successful candidate should have a proven track record in developing strategic plans in the not-for-profit sector at the European or international level. Knowledge of the disability movement is also essential. The successful candidate should also have a thorough understanding of key areas such as advocacy, the funding environment, and communication in an international context.
